我期望利用 project 来管理需求，但是这些 issue 需要保存在某个 repo 里，可是项目本身是保存于多个 repo 的。

保存时选 Create a draft （ ctrl+回车）创建的 item 就不会挂靠任何 repo 了，虽然我感觉怪怪的
