@chenpbh 定位如果是咨询公司的话，那肯定是甲方出。定位是中间商的话，那就是乙方出。

@tanxnative 我的想法可能就是这种角色吧，但现在基本是乙方在提供这种全流程的服务。反观工程行业因为政策原因，必须得存在这个角色
