我已经在 team 中添加了人员，并且按照文档里设置了自动分配。
在仓库里也尝试切换勾选 Require review from Code Owners。
但是新建 pr 的时候并不会自动分配 reviwer ，我想要自动分配 team 中的成员，不想在仓库中添加 owners 文件

自己写 action 解决了，但是总感觉不应该这么搞，看了几个大的开源项目感觉用的都应该是 github 自带的功能
