问题描述：冷启动 NGA 时，启动广告可去除，但会弹出 toast 提示：网络错误，怀疑是因为广告策略导致 NGA 端上请求失败所以弹此 toast
复现情况：冷启动必现。目前不确定是哪条去广告配置触发了这个规则。
需求：去 NGA 广告，且启动不弹 toast ，目前用的配置： https://raw.githubusercontent.com/ddgksf2013/Cuttlefish/master/Profile/QuantumultX.conf
