sql server license 问题

请教下各位，我看网上可以下载到 SQL Server 各版本的拷贝，比如 MSDN I tell you 上可以下载 2008-2019 各版本 SQL Server 的 ISO 镜像，然后镜像自带了一个安装 license 。这样安装了之后好像 SQL Server 的各个功能都能完美使用。
问下，这样的状态是盗版吗?如果部署在生产环境是不是还是要联系微软购买授权的？我看了下微软官方的 licensing policy 实在太复杂了。。

理论上，所有不是从官方获取的 license 都是盗版，哪怕他是正确的 license
