云上的一台 windows 机器 a，用堡垒机连不上。但用堡垒机连接另一台 windows 机器 b 没问题。然后用这台 b 去连接 a，也是没有问题的。
在堡垒机上 telnet a 的 3389 端口，显示 Connection closed by foreign host. a 上防火墙是关闭状态，IP 安全策略也是空的。
用抓包软件在 a 上看了一下，好像是 tcp 三次握手之后，堡垒机这边主动发起了一个 fin,ack 包。而正常的 telnet 过程，好像是由 a 来发起一个 fin，ack 包

LeeLou OP 找到原因了，应该是堡垒机上的 telnet 命令机制不同，是自动断开的。连不上 windows 是密码原因。
