GAE的不清楚，但看这个
http://stardict.sourceforge.net/ 特别是 http://stardict.sourceforge.net/cn/other.php 里面有server版下载，就是一个现成的词典网站。。导入词典就行了 |

stardict的词典有格式说明文档，然写照着写一个转换器就行了。
ps. 这二天我也正在写一个在线词典。 |

方法有很多，也可以在某个词第一次查询的时候去某固定的地方抓取，并存入数据库。
