CPU 占用率基本上小于 10%

@xyfan 其实根本不是占用高，我刚装完系统就这样，就是谷歌不想让你用这个超低配而已

有可能你的瞬时 CPU 使用时间超过了你的上限，也有可能这是个 bug。。。

简单说，如果系统上有富裕资源，那就不在乎多给你用一点。但会偷偷记在本子上。要是稍微有点多，就给个建议升级啥的。这个功能主要是给用户做 Auto scale 的

CPU 也基本上不超过 10%，看起来可能就是因为几天前的时候，有几分钟在编译程序造成的
