为什么注册 AdSense 还要再创建一个 payments profile?

    Google 账号已经有一个 Payments Profile 资料了, 为什么在注册时候还要求我再创建一个, 不让我选择目前现有的 Payments Profile, 是灰色不可选的. 有知道的吗?
    PS: 已有的那个 Payments Profile 是正常使用的, 每月都在扣钱, Y2BRed, PlayStore 什么的.
