namecheap 用 paypal 付款总是不成功，返回错误码 10445

已经试了好几次都不可以付款，namecheap 客服说他们后台没有收到订单。有知道是怎么回事的吗？

这好像是因为账单地址和付款卡地址不符造成的吧？
