呃，不是VPS，是VPS管理面板。感谢@haruhi
@Totoria 尝试了境内信用卡，我尝试了Global Cash，无法完成信用卡验证。
错误如下：

是进军 VPS 面板，这个 Cloud Marketplace 实质上是一个多 VPS 统一在一个面板里进行控制，并有快捷部署之类的功能…戴尔本身不卖 VPS，在这个面板里可以购买管理 AWS、Google Cloud、Joyent 的服务……
