github 新账户无 action， codespaces，你们遇到过吗？

可以去 https://support.github.com/ 看下自己的账户状态，如果显示 flagged 说明触发了风控，无法使用 codespace/action 等资源，也无法参与 PR/issue 等社区互动，只有基本的代码提交与存储功能，需要填写表单写邮件解封。

@ztm0929 查了没有标记，账户正常，就是新账户风控问题。

我还想问一下，怎么申请 aws sns 邮件服务顺利通过呢，我前段时间申请没通过。不知道啥原因。分享一下通过的经验。
