统一回复，问题解决了，默认开启了 wifi 网卡的节能，4 楼老哥正解，不过这是临时方法，重启之后会恢复。
永久解决的话，修改 /etc/NetworkManager/conf.d/default-wifi-powersave-on.conf 的 powersave 字段为 2 就 ok 了。
附上 powersave 各个值的含义:
NM_SETTING_WIRELESS_POWERSAVE_DEFAULT (0): use the default value
NM_SETTING_WIRELESS_POWERSAVE_IGNORE (1): don't touch existing setting
NM_SETTING_WIRELESS_POWERSAVE_DISABLE (2): disable powersave
NM_SETTING_WIRELESS_POWERSAVE_ENABLE (3): enable powersave
