Chrome 升级到 61，浏览网页鼠标滚动无效

61 版本移除了 run-all-flash-in-allow-mode，只能手动启用 flash 了。

不知道是不是因为这个问题，我浏览带 flash 页面和没有 flash 的页面，页面滚动轴失效了，只能往上滚，不能往下滑动，测试了 v2ex，百度贴吧，QQ 空间都不行，退回 60 版本就正常了

发现问题了，经测试，是 crxMouse Chrome™ Gestures 这个插件的问题导致的
