移动到法国方向炸了？

以前从法国的机器上面拖文件回来， http 开多线程都能打满带宽，今天拖回来，速度起起伏伏。低的时候才 100k 不到。 tracert 了一下，延迟有 300ms 。大家有这种情况吗？
