I think I figured out what's going to happen.
1 - The most important abroad target IP or sites will be banned and blocked directly;
2 - Access to the others abroad IP will slow down sharply, and will be persistently speed limited, jammed, interfered.
To sum up, you could connect it, but you could hardly use it.
BUT, because you can connect, the gov can brazenly assert that access to World Internet in this country is "FREE".
