可能是我打开的方式不对吧！
我免费注册的账号，点击iOS 8 Beta 4标签页它提示我下面这个：
Membership Required
To access iOS 8 beta 4, you must be a member of the iOS Developer Program or the iOS Developer Enterprise Program. View your membership status in Member Center.

不过Xcode 6.4却是能通过：

此外链接的地方下载。

不知道苹果这样做的目的是为了什么。
