从之前写的一个叫 initx 的库中抽出来的插件系统
准确来说这个只是封装了 NPM 的指令，然后指定了统一的安装目录以及提供缓存支持，并且可以动态加载
基于包管理器的插件系统是真方便，实际使用：initx/packages/core/src/plugin/system.ts
